(a) It shall be unlawful for any person, other than a person having a valid permit issued under authority of the provisions of TMC 10.60.220, any authorized agents, employees or servants to park or stand any vehicle in the parking space adjacent to any parking meter hooded or removed in compliance with this article.

(b) It shall be unlawful for any unauthorized person to remove any parking meter or to cover or hood any parking meter, or to remove, tamper with, damage or destroy any official parking meter cover or hood of the City, or for any person to have possession of any cover, hood or other device designed for the purpose of masking, covering or hooding any parking meter contrary to the provisions of TMC 10.60.220.
