Motor vehicles displaying the special license plate or placard authorized by K.S.A. 8-1,125, as amended, shall be permitted to park in any parking space on public or private property which is clearly marked as being reserved for the use of disabled persons or persons responsible for the transportation of a disabled person, except a parking space on private property which is clearly marked as being reserved for the use of specified disabled persons, or park without charge in any metered zone and shall be exempt from any time limitation imposed on parking in any zone designated for parking, during the hours in which parking is permitted by the City.
