It shall be the duty of the driver of any taxicab to give prompt and timely service to the public and to accept as a passenger any person who seeks to so use the taxicab, provided such person is not intoxicated and conducts himself in an orderly manner. No more than five passengers shall be transported in one taxicab at one time unless the taxicab has jump seats available for use by additional passengers. (Code 1981 § 46-54. Code 1995 § 154-64.)
