(a) Every taxicab shall at all times be kept in a clean and sanitary condition, shall be properly heated in the winter, shall be maintained in good repair and safe operating condition and shall be equipped with sufficient nonglare headlights and proper rear lights.

(b) No taxicab shall be operated unless it is currently registered with the State of Kansas; and no such taxicab shall be operated unless it is equipped with proper seat belts, brakes, lights, tires, horn, muffler, rear vision mirror and windshield wiper in good condition.
