It shall be unlawful for any person to leave any excavation, building, building material, vehicle, stone, brick, sand, dirt or other obstruction in or upon any street, avenue, alley or other public place in the City during the nighttime, unless such excavation, building, building material, vehicle, brick, stone, sand, dirt or other obstruction is provided with red or amber lights, steady or flashing, sufficient in number and so located as to notify passersby of the existence of such excavation or obstruction, and such red or amber lights shall be lighted before dark and shall be kept visible or flashing during the entire night.
