(a) It shall be unlawful for any person, or for any agent, servant or employee of such person, to operate any street carnival, show or entertainment of any kind or character upon any street, avenue or public ground in the City.

(b) It shall be unlawful for any person or any agent, servant or employee of such person to construct or erect any tent, building or structure to be used for carnival, show or entertainment purposes upon any street, avenue, parkings, or public grounds in the City, or to place or leave standing any wagon, vehicle or other paraphernalia or equipment used by any carnival, show or entertainment upon any street, avenue, parkings or public grounds in the City.
