It shall be the duty of every person constructing, owning, maintaining or operating any railroad within the City to construct and maintain suitable crossings over the tracks of such railroad at all street, avenue or alley crossings to the full width of the street, avenue or alley, and also to construct and maintain proper culverts and waterways along and across such tracks; and such crossings shall be maintained in a passable condition so that vehicles can cross such railroad tracks with ease and facility.
