If the property abutting on any sidewalk required to be cleaned is owned by a nonresident or is unoccupied, the Department of Public Works shall cause such sidewalk to be cleaned from all accumulations thereon and keep a record of the cost of such cleaning and certify such cost to the City Clerk for assessment and collection as in Chapter 3.45 TMC, Article III.
