(a) The most recent plans and specifications for the construction of concrete sidewalks approved by the City Engineer are hereby adopted as the official plans and specifications of the City, and one copy of such plans and specifications shall be kept on file in the City Clerk’s office and one copy in the City Engineer’s office.

(b) It shall be unlawful for any person to construct, reconstruct or repair any sidewalk in the City unless such sidewalk construction, reconstruction or repair shall conform to the standard technical specifications for sidewalk construction established by the City Engineer.
