Any person operating a temporary batch plant without a permit as set out in this article, or after expiration of a permit as provided for by this article, shall be guilty of a continuing and separate violation for each and every day of operation of such a batch plant. If the batch plant has not been removed and the site restored to its original condition, it shall also be a day-by-day violation, and the applicant further shall be responsible for any costs associated with expenses incurred by the City in restoring the site and/or removing the batch plant.
