Except as otherwise specifically provided by ordinance, the roadway or traveled portion of all paved streets, avenues or highways in the City shall be and constitute that portion of the street, avenue or highway which is paved; and on all unpaved streets, the roadway shall be and constitute one-half of the width of the street, and unless otherwise specifically provided by ordinance, the roadway shall be located in the center one-half of the street.
