No person shall obstruct visibility of or accessibility to a public or private fire hydrant by placing material of any kind within a 36-inch radius around the circumference of the hydrant that would impair visibility or accessibility to any firefighter or water utility employee. “Material” includes but is not limited to pushing or stockpiling of snow, vehicles, refuse, equipment, posts, fences and landscaping.
