All industrial users shall be classified by assigning each one to a standard classification category according to the principal activity conducted on the premises. The purpose of such classification is to facilitate the regulation of wastewater discharges based on quality, quantity, and rate of flow to provide an effective means of source control, and to establish a system of wastewater service charges and fees which will ensure an equitable recovery of the City’s cost. The elements of quality may include but are not limited to the following: suspended solids, BOD, COD, oil and grease, and chlorine demand. (Ord. 19496 § 90, 12-21-10; Ord. 18272 § 8, 6-22-04.
