The Utilities Director shall compile a list, at least 30 days prior to the effective date of the sewage service charges fixed by this article, of the names of all water users who do not have connections with sanitary sewers, and shall certify monthly thereafter the names of all persons who become users, whose premises are connected with a sanitary sewer system.
