The purpose of this chapter is to maintain and improve the quality of local surface water and ground water resources. This chapter incorporates citizen participation in furtherance of maintaining and improving the quality of such resources. The City finds it is in the public interest to prohibit contaminated stormwater runoff from industrial and construction sites, prohibit illicit discharges of pollutants into the municipal storm sewer system, and prevent eroded sediment from entering the City’s storm sewer system through the adoption of these regulations.
