Any person responsible for any release shall comply with all State, Federal, and local laws requiring reporting, cleanup, containment and any other appropriate remedial action in response to the release. The person responsible shall reimburse the City for any cost it incurred responding to the release and that person shall take on full liability which may be imposed as a result of the release.
