In cases where basement, cellar or areaways have been constructed prior to the passage of this chapter, and the same are in good, safe condition, it shall not be necessary to reconstruct the same to comply with this chapter, but if the same shall be found to be in an unsafe or defective condition in any way, the owner or agent of the adjacent building shall be required to make, as hereinafter provided, such changes or repairs as may be necessary to put the same in safe condition, and such changes and repairs shall be made as nearly as practicable in compliance with the requirements of this chapter in regard to construction.
