The Development Coordination Office may, with the concurrence of the Traffic Engineer, the Fire Chief and the Chief of Police, permit the temporary storage of building materials upon public property consistent with the demands of the structure being built. The Development Coordination Office shall be the final authority as to the amount of space so allocated and the length of time that such space may be used, so that the public will not be denied use of the public right-of-way in any greater extent nor for any period longer than necessary for the construction of the project.
