The latest edition of the National Fire Protection Association (NFPA) Handbook of the National Electrical Code shall be used as the guide for interpreting the National Electrical Code by the Board of Electrical Appeals and by the Development Services Division. All decisions of the Board which vary, limit or expand the interpretation of such code contained in the handbook shall be in writing and shall be limited to the case before the Board unless the Board specifically indicates otherwise.
