If any owner, occupant or agent, after having been so notified and required by the Code Enforcement Director to number a building in compliance with this chapter, shall refuse or neglect for a period of 30 days so to do, or shall number or attempt to number such building otherwise than in conformity with this chapter, the owner, occupant or agent shall, upon conviction thereof in the Municipal Court of the City, be fined not less than $25.00; and when such fine is paid the Code Enforcement Director shall cause such building to be correctly numbered at the expense of the City.
