A grading and excavation permit shall be issued only when the requirements of this chapter with regard to the permit application, grading and erosion control plan, required fees and all other requirements of this chapter have been satisfied. Any physical change in the site as a result of grading operations, such as surface water drainage, soil and bedrock dislocations, alterations of groundwater discharge, or any other natural or manmade modification which would cause doubt to be cast upon the feasibility of the contents of the original permit approval, must be reported in the intervening period between permit approval and completion of grading.
