The Planning Department with the advice of the City Forester shall maintain a list of recommended trees, shrubs, perennials, ornamental grasses, and groundcover for fulfillment of the provisions of this chapter. Generally, these trees, shrubs, perennials, ornamental grasses, and groundcover are suitable for the City of Topeka’s environment. The City Forester shall determine the suitability of all species and cultivars thereof. Substitutions or additions to the list of recommended species shall only be made with the approval of the City Forester.
