All appointments other than the Chief of Police shall be for a probationary period of 18 months; provided, however, the probationary period for promotions shall be 12 months. If during such probationary period the conduct or capacity of the probationer is not satisfactory, then, and in that event, the Chief of Police shall forthwith notify the probationer and Director of Human Resources in writing that the probationer will not receive permanent appointment; in the absence of such notice, such probationer shall forthwith receive permanent appointment at the expiration of the probation period.
