It shall be the duty and responsibility of the Chief of Police and the Chief of the Fire Department to cause an appraisal of the performance of each member of the department at least once a year by the division chief or immediate supervisor of each member of the department appointed under civil service. The Chief of Police and the Chief of the Fire Department shall endorse on each appraisal their personal appraisal of each individual member of the department or any comments pertinent thereto. They shall also see to it that each appraisal is discussed with the person being appraised, the purpose of these discussions being to constructively develop the appraised employee to improve job performance and potential for advancement.
