(a) Created – Police Chief. There is hereby created a Police Department. The Police Chief shall be appointed by the City Manager. The City Manager, pursuant to Charter Ordinance No. 94, Section 1 (Appendix A, Section A2-54), shall be responsible for supervising and evaluating the performance of the Police Chief, who shall be responsible for the overall operation of the Department, including the discipline, good order and proper conduct of members of the Police Department and any reserve force.

(b) Enforcement Officer – Code Official – Unsafe or Dangerous Structures – Abandoned Property. The City Manager designates the Chief of Police, or designee, as the enforcing officer for purposes of administering the State’s unsafe or dangerous structures or abandoned property law and the City’s property maintenance code.
