The Topeka Planning Commission shall, from its membership, elect a chairperson and vice-chairperson. The terms of such officers shall be for one year or until their successors shall have been duly elected and qualified. The initial officers shall serve until the first regularly scheduled meeting in January. The terms of all subsequent officers shall be for a period of one year, and they shall be elected and take office annually at the first regularly scheduled meeting in January of each year thereafter.
