On all projects for which the Engineering Division is required to perform the design services normally provided under contract by a consulting engineer, a fee equal to the amount customarily paid to such consulting engineer shall be paid into the general fund from the project fund concerned. Fees shall be determined and paid into the general fund in accordance with the provisions of this title, except that the fee shall be based on the total bid price of all work contracted. The Department of Public Works shall certify statements of fees charged and actual costs to the Department of Administrative and Financial Services, and the transfer of funds shall be made.
