No officer, employee, assistant, deputy or agent of the City shall apply for a grant of funds from any source, be it private, County, State or Federal, without specific authority and approval by the City Manager for each such application. Before the City Manager authorizes and approves a grant application, the application shall be submitted to the Director of Administrative and Financial Services for a fiscal report, and to the Legal Department for review and determination that such application is in compliance with all applicable laws, rules and regulations.
