It shall be unlawful for any employee of the City to use any City-owned vehicle for any personal use whatsoever; provided, however, that nothing contained in this article shall be construed as making it unlawful for any officer or employee, with the consent of his/her department head, to drive such vehicle to and from work, and keep such vehicle at his/her residence, if such residence is located within a reasonable distance of the employee’s work site.
