Every person subject to this article is hereby deemed to agree to permit the City Manager or duly authorized agents or employees access, at all reasonable times, to all such persons, books, papers, records, reports or accounts in the possession of or under the control of such person, as may be necessary to ascertain compliance with this article, and to furnish such further information as may be required of such person, all within 10 days of the date requested in writing.
