The Contracts and Procurement Division Director is hereby charged with administration and enforcement of this article and is hereby authorized and empowered to do the following, subject to the approval and supervision of the Director of Administrative and Financial Services: to adopt, promulgate, amend and enforce rules and regulations relating to any matter or thing pertaining to the administration of this article.
