Every pawnbroker and every person employed by a pawnbroker in the conduct of the business shall admit to any and every part of the premises designated in the license, at any time, any law enforcement officer of the City to examine any goods, articles, things, pledges, pawns, books or other records on the premises and to search for and to take into possession any article known or believed by such officer to have been stolen. Such law enforcement officer may make any such search or seizure as is provided for in this section, and property so seized shall be receipted for by such officer, who shall adequately describe the seized property and sign a receipt therefor.
