No owner or occupant of any dwelling shall store salvage material on any residential premises or on vacant lots in residential areas. The owner or occupant shall keep premises free of litter, refuse, salvage material and junk; provided, that building materials to be used within 90 days for construction on the same premises, if properly authorized by a current building permit for such premises, may be kept if stored at least 18 inches off the ground and not closer than 48 inches to a wall or fence; provided, the Health Officer as defined in TMC 1.10.020 may approve a lesser distance upon written application.
