(a) Any person who has applied for or intends to apply for a contract to operate an ambulance service in the County may apply for a franchise to operate an ambulance service by filing with the City Clerk a copy of the application and all supporting documents filed or to be filed with the Board of County Commissioners pursuant to such application for contract. The Board of Commissioners may in its discretion request additional information.

(b) Any person other than those meeting the criteria in subsection (a) of this section may apply for a franchise to operate an ambulance service by filing such a request with the City Clerk, together with such supporting documents as the Council shall deem appropriate.
