If the Council shall find that the public convenience and necessity will be promoted by the applicant for a franchise under this article, a franchise shall be awarded by ordinance and may be accepted in writing by the grantee. If the Council finds that the public convenience and necessity will not be promoted, such franchise shall be denied. (Code 1981 § 6-24. Code 1995 § 62-47.)
