Any person holding an on-premises retailer license at a location within a prohibited zone established by TMC 5.55.080 shall be permitted to renew such license for the same location; provided, that such license is and has been continuously maintained by the licensee from and after March 8, 1983, and so long as the licensee is otherwise qualified under the ordinances of the City and laws of the State.
