Any utility company doing business under a franchise with the City shall not be required to secure a license when engaged in the performance of duties, obligations or rights conferred upon such utility by the franchise. The employees and agents of the utility shall comply with the requirements of this chapter in all respects when engaged in work subject to the applicable plumbing or electrical code adopted by the City.
