No person shall do or cause to be done any blasting by the use of dynamite or any other explosive material for the purpose of breaking or loosening rock, pavement or other hard material or for any other purpose detonate explosive materials within the corporate limits of the City, without first obtaining from the City Engineer a permit therefor.
