It shall be unlawful for any wholesaler or distributor, their agents or employees to sell or deliver any cereal malt beverages within the City to persons authorized under this article and Chapter 5.55 TMC to sell cereal malt beverages at retail within the City unless such wholesaler or distributor shall first have secured from the Director of Revenue or the State Director of Alcoholic Beverage Control a license authorizing such sales and deliveries.
