Whenever the governing body of the City of Topeka, Kansas, shall determine by resolution duly adopted the necessity to repair the paved streets and alleys of the city or any portions thereof which have become damaged to such an extent that passage thereover is difficult and dangerous, then it shall cause to be made by the city engineer or some competent person an estimate under oath of the cost of the improvements so contemplated. The governing body shall at its first regular meeting after the filing of such estimate determine the reasonableness thereof and whether the improvements contemplated shall be made. If such estimate is approved, then the governing body may cause such improvements to be made at the general expense of the city. (C.O. 3 § 2, 9-14-63.)
