The municipal government provided by this Charter Ordinance shall be known as the “Council-Manager government.” All powers of the City of Topeka shall be exercised in the manner prescribed by this Charter Ordinance or, if the manner be not therein prescribed, then in such manner as may be prescribed by ordinance.
