The Council may create by ordinance such operational, advisory, appellate, or rule-making boards and commissions as may be required for the proper operation of any function or agency of the city and prescribe their function, duties, powers, jurisdiction, and the number of board and commission members, their terms, compensation, and reimbursement for expenses, if any, subject to the provisions of this article. The Mayor shall solicit nominations from the Council for filling such positions and shall notify Councilmembers of vacancies on such existing bodies prior to the expiration of the appointed terms. Members of boards and commissions shall be appointed by the Mayor from the list of nominees submitted by the Council and shall be subject to confirmation by the affirmative vote of five (5) members of the Council and may be removed for cause, after hearing, by the affirmative vote of at least five (5) members of the Council. Vacancies shall be filled for any unexpired term in the same manner as the original appointments were made. (C.O. 94 § 24, 7-20-04.)
