During the period subsequent to approval of this Charter Ordinance by the electors of Topeka, Kansas, and prior to the time of the first meeting of the newly elected Council, the Mayor and the Council holding office at the time of such election as interim governing body shall maintain by ordinary ordinances the city offices as they shall exist at the time of approval of this Charter Ordinance by the electors of the city. Such ordinary ordinances shall prescribe the functions, organization, and all rules and regulations for operation of said offices as they are now prescribed in Kansas Statutes or in Charter Ordinances of the City of Topeka, Kansas.
