Pursuant to the powers of the City of Topeka to regulate the health, safety, morals and welfare of the people, it is hereby declared to be the public policy of the City of Topeka that persons engaging or working at the business of plumbing within the corporate boundaries of the City of Topeka shall be regulated, and that the governing body of the City of Topeka shall provide by ordinance for the examination, licensing and regulation of persons engaging or working at the business of plumbing within the corporate boundaries of the City of Topeka.
