Division 1. Generally
Sec. A12-1. General improvements and land therefor.
The city may pay for the costs of the following items, including any necessary land, by borrowing money and issuing its general obligation bonds:
(a) constructing, repairing or extending any bridge, viaduct, street, trafficway, sidewalk, public building, public park and recreation facility (including the Topeka Zoo and Conservation Center), within or without the city;
(b) acquiring public safety equipment, including police and fire-fighting equipment, improving or extending an electric or electronic traffic control system;
(c) improving, repairing or extending infrastructure for any airport, waterworks system, sanitary sewer system, stormwater drainage system, telecommunications system, or public utility plants owned by the city;
