(a) It shall be unlawful for the owner of any building adjacent to any of the streets, avenues or alleys of the City to construct an areaway adjacent to or around any building erected on the street, avenue or alley, and to construct a basement or cellarway under the sidewalk adjacent to the building.

(b) All areaways shall be located adjacent to the line of the lot or piece of ground upon which the building is situated, and the width of such areaways shall not exceed as follows:

(1) On streets or avenues 130 feet wide, not to exceed five feet.

(2) On streets or avenues 100 feet wide and less than 130 feet wide, not to exceed four and one-half feet.

(3) On streets or avenues 80 feet wide and less than 100 feet wide, not to exceed four feet.

(4) On streets or avenues 60 feet wide and less than 80 feet wide, not to exceed three and one-half feet.
