Water service shall only be provided by authorized Water Division personnel or an authorized agent acting on behalf of the City. If a residence, business or other structure is determined to be connected to the City’s water distribution system without authorization by the Water Division, an unauthorized water service fee may be assessed by the Utilities Director plus any additional costs incurred by the Division for the parts and labor to restore service. Water service shall only be restored upon payment in full of the unauthorized water service fee, costs for parts and labor, and any other applicable charges. The amount of the unauthorized water service fee shall be established by the Utilities Director or his or her designee, and approved by the City Manager, based upon costs to secure the City from financial loss as determined and set forth on a schedule maintained by the Utilities Director.
