It shall be the duty of the Utilities Director to administer the stormwater utility and the Director may delegate such duty and responsibility within the Utilities Department as is necessary to carry out the provisions of this chapter. The Department shall keep an accurate record of all persons using the services and facilities of such stormwater management system of the City and to make changes in accordance with the rates and charges established in this chapter.
