Section 701.3, Flood hazard areas, is hereby deleted in its entirety and the following provision shall be substituted therefor:

In flood hazard areas, alterations that constitute substantial improvement shall require that the building comply with TMC Chapters 14.20 (building code), 14.55 (residential code), as applicable, and 17.30 (floodplain management).
