(a) The title of every ordinance and resolution shall summarize the subject matter of the ordinance, and shall set forth the name of the City Manager, Councilmember or members introducing each ordinance and resolution to the City Council.

(b) When any ordinance or resolution is amended, a draft shall be prepared and circulated to the members of the City Council in such a manner that material proposed for elimination shall be shown stricken and material proposed for addition shall be underlined.
